Preparing a Release and Re-Entry Plan
“The reentry plan is an essential part of a good clemency petition, and the plan should include (but not be limited to): housing, employment, ongoing treatment (especially if drugs were involved in the initial offenses, support network of friends and family, and possibly churches, volunteering opportunities and other ways of building community. It is important, but it can be daunting to tackle alone.
Please reach out to Franklyn Smith at the DOC. He assists incarcerated men and women in the creation of reentry plans. A sample of the form he has them work on is included below. Franklyn is an incredible resource… he knows what all the options are, and he’ll help your client match with an appropriate one. His phone number is 206-516-7788. His email is frsmith@doc1.wa.gov. When you get in touch, he will tell you that your client needs to reach out to him through their counselor, but a call from you is always appreciated as a heads up.
In addition, you are always invited to contact SCP and we can help brainstorm ideas. Our board member, Karlton Daniel, runs a mentorship program for formerly incarcerated individuals; a great option if your client will release to King or Pierce counties.
